SHADOW GOVERNMENT
Conspiracies aside, shadow governments essentially mimics a given ruling party, evaluating policies and actions, and giving feedback and critique. Shadow governments give voters an opportunity to objectively assess its ruling party, and a choice to move in another direction should they wish it.
